Description: Build the tests with the dev-dependencies Debian has
criterion 0.4 and ctor 0.2 are not in Debian, so the autopkgtests could
never be installed. criterion is unused (there are no benchmarks), so drop
it; port the test setup to ctor 1 and dtor 1, which need the attributes
marked unsafe and ship dtor as its own crate.
